
Chapter 10
The Branches
As we have imagined them in our proposed prototype, the three proposed branches of the organization’s government, Legislative, Executive, and Judicial, will all grow out of the Local Citizens Groups, with recognition given that a measure of autonomy and independence in the Judicial Branch is required to ensure that justice remains ‘blind’, that it is given impartially to all, and that the rights of minorities are adequately protected from the power of possibly tyrannical majorities.

The Legislative Branch
The Legislative Branch, built upon the foundation of the Local Citizens Groups, will be made up of a hierarchy of ‘congresses’ that are accountable to the Local Groups. As can be seen from the organizational chart, (org chart), we imagine this hierarchy to consist of District, State, and National Congresses.
In the chapter sections below, we will outline different ideas and prototype proposals for the democratic principles and specific representational schemes upon which this hierarchy can be built.
Consideration of the details of the technical rules that must define the ‘nuts and bolts’ workings of a democratic system may seem tedious to many, and the work required to evaluate and establish an equitable system of such rules is certainly an arduous and exceedingly tedious task, but the functioning of a democratic system is entirely dependent on such rules, which must be carefully worked out to ensure fairness to all, and, (as mentioned previously), to ensure that the rules that are established result in the consequences that are intended. Poorly considered rules can result in consequences quite different from those imagined by their creators.
A well designed and well built system will function smoothly. Poorly considered rules will cause constant turmoil. There is nothing that will have a greater impact on the success or failure of the organization than the degree of effort put into fashioning the rules through which it functions.
